　　新开发城市板块中，自第 二期区域收尾，各项建设已经接近尾声，土地资源已被尽数开发，未来新增土地供应紧张。而根据 2020年《新澳门发展纲要》要求，至 2025年城市总人口需扩增至 60万，比目前增加 30万人，其中新开发城市板块要承担约 20万新增人口，今后板块增长人口最多的板块势必将是新开发城市板块。“新澳门三期必开一期”为实现城市发展目标与土地资源紧张的困境，区域开发模式亟需调整。2023年新澳门政府审时度势，在报告中明确提出“新澳门三期必开一期”，将第三期规划开发与第一期实施 进行深度对接，以加快第三期的开发建设。
